BOARD OF SELECTMEN
Meeting Minutes


Regular Meeting                                                                                                 August 17, 2009
Town Office Building – Lower Conference Room                                                    6:30 P.M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Palmer, Charette, Lynn Nicholls and residents.  First Selectman Eldredge led the Pledge of Allegiance.

Approval of Minutes:
Selectman Charette motioned to approve the minutes of 8/3/09.
Selectman Palmer seconded the motion.
Lynn stated that she had thanked the girls for cleaning up the downstairs at the Town office building, and there was no note of it in the minutes.  
Vote:  3 Yes (Eldredge, Palmer & Charette)    0  No.

Present to Speak:
Wayne Knight asked if the board has been informed of the new decision of the probate court districts. First Selectman Eldredge said that nothing has been officially set as of yet, but he believes it is Willington, Mansfield, Coventry and Tolland.  Selectman Palmer confirmed.

Correspondence:
A list of correspondence was available at the meeting and in the Selectman’s office.

Public Works:
Lynn said that the guys are trying to stay on roadside mowing of the chip sealing route, but have been sidetracked due to down trees/limbs, and brush clearing.

One of the biggest problems they have been having is that many road signs have been stolen; last week, someone stole the well cover on the Fenton Ruby trail.  The signs are being stolen around Fermier and Balasz Roads near the Ashford area.  Public Works is replacing up to 5 – 10 road signs per week.

Someone is taking parts off of computers that have been dumped in the recycling area at the transfer station.  She believes that there may be information still on the computers. First Selectman Eldredge stated that it is state mandated recyclables and the State pays for removal. He will address this issue with the Transfer Station operators.

New Business:
  • Award road sand bids
Three bids were received:
Herb Holden Trucking, Inc.  @ $14.90 per ton delivered.
De Siato Sand & Gravel Corporation @ $13.00 per ton delivered.
Becker Construction Corporation @ 9.95 per ton delivered.

First Selectman Eldredge motioned to award the winter road sand bids to Becker Construction Company at a delivered price of $9.95 per ton.
Selectman Charette seconded the motion.
Vote:  3 Yes (Eldredge, Palmer & Charette)    0  No.

  • Award 2 year snow plow bids
Two bids were received:
Sadow Excavation, Inc.  - 2 trucks at $94.00 per hour.
Hipsky Construction, LLC – 2 trucks at $95.00 per hour.

First Selectman Eldredge stated that the Town needs a total of 4 trucks.

First Selectman Eldredge motioned to award the snow plow bids to Sadow Excavation, Inc. for 2 trucks at  $94.00 per hour and to Hipsky Construction, LLC for 2 trucks at $95.00 per hour.
Selectman Charette seconded the motion.
Vote:  3 Yes (Eldredge, Palmer & Charette)    0  No.

  • Award chip seal truck rental
Three bids were received:

D’Agata Brother, LLC – 1 truck at $$75.00 per hour.
Sadow Excavation, Inc. – 2 trucks at $85.00 per hour.
Knight & Sons Construction Corp. – up to 5 trucks @ $90.00 per hour.

Lynn stated that she wants to cut down to 4 trucks this year due to the routes.

First Selectman Eldredge motioned to award the chip seal truck rental to D’Agata Brothers, LLC for 1 truck at $75.00 per hour; Sadow Excavation, Inc. for 2 trucks @ $85.00 per hour and to Knight & Sons Construction Corporation for 1 truck at $90.00 per hour.
Selectman Palmer seconded the motion.
Vote:  3 Yes (Eldredge, Palmer & Charette)    0  No.

  • Award Engineering contract for Center Elementary School water project.
First Selectman Eldredge motioned to award the Center School water project contract to Anchor Engineering Services, based on the recommendation of the Center School Water Committee to the Board of Selectmen on August 5, 2009.
Selectman  Palmer seconded the motion.
Vote:  3 Yes (Eldredge, Palmer & Charette)    0  No.

  • Evaluate proposals for JAG Grant / Adopt resolution
First Selectman Eldredge stated that the Board should decide what company to go with for the security system for the Town Office Building, but the Board cannot award the contract until the Town is awarded the JAG grant.  Selectman Charette asked why Public Works was not included in the quotes?  First Selectman Eldredge stated that there is not a lot of money allotted from the grant, and will only cover the Town Office Building.

Discussion was held on the various quotes that were received. First Selectman Eldredge stated that the quote from Nextgen had more cameras, including more coverage in the parking lots, and the back shed.  The Board was in agreement to go with Nextgen, once awarded the JAG grant.

In order to enter into the grant, the Board needs to adopt the following resolution.
First Selectman Eldredge read the resolution:

“Be it resolved that Michael Eldredge is hereby authorized to make, execute and approve on behalf of the Board of Selectmen and any and all contracts and amendments and to execute and approve on behalf of this municipality other instruments a part of or incident to such contracts and amendments, effective until otherwise ordered by the Board of Selectmen”

Selectman Palmer motioned to adopt the resolution
Selectman Charette seconded the motion.
Vote:  3 Yes (Eldredge, Palmer & Charette)    0  No.

  • Tax refunds
First Selectman Eldredge motioned to approve a tax refund of $473.78 to  Bruce and Lori Lawler; 232 Tolland Turnpike; Willington, CT;  Reason: excess payment.
Selectman  Palmer seconded the motion.
Vote:  3 Yes (Eldredge, Palmer & Charette)    0  No.

First Selectman Eldredge motioned to approve a tax refund of $73.25 to Henry Reynolds, Jr, 3202 W. Bell Road, Phoenix, AZ;  reason:  vehicle registered in another state.
Selectman  Charette seconded the motion.
Vote:  3 Yes (Eldredge, Palmer & Charette)    0  No.

First Selectman Eldredge motioned to approve a tax refund of $1885.86 to Terri Rohan; 23 Nipmuk Road, Willington, CT ; reason:  excess payment.
Selectman Palmer seconded the motion.
Vote:  3 Yes (Eldredge, Palmer & Charette)    0  No.

First Selectman Eldredge motioned to approve a tax refund of $122.89 to Kathleen Frey; 11 Depot Road, Willington, CT ; reason:  vehicle was destroyed.
Selectman Charette  seconded the motion.
Vote:  3 Yes (Eldredge, Palmer & Charette)    0  No.

Good  & Welfare:
First Selectman Eldredge suggested to post a public notice on the web to advise the public that the library and the Senior Center are available for anyone who needs to cool off and avoid the heat.

First Selectman Eldredge motioned to go into executive session at 7:08 P.M.
Selectman Charette seconded the motion.

First Selectman Eldredge motioned to come out of executive session at 7:29 P.M.
Selectman Charette seconded the motion.
Vote:  3 Yes (Eldredge, Palmer & Charette)    0  No.

First Selectman Eldredge motioned to have the first selectman enter into the agreement with A.S.H.o.W. for the water charges and tax abatement and agreement of August 17, 2009.
Selectman Palmer seconded the motion.
Vote:  3 Yes (Eldredge, Palmer & Charette)    0  No.

First Selectman Eldredge motioned to have the Board of Selectmen approve the opinion letter drafted by the by the Town attorney as the first step in securing the approval of a temporary easement and right of way for the Kechkes Road Bridge project.
Selectman Palmer seconded the motion
